What HR435 is really about

HR435 has two halves that have to agree with each other. Internal equity asks what a job is worth relative to the others in the building, answered by evaluating the work against compensable factors and ranking it on something more durable than who negotiated hardest. External competitiveness asks what the same work is paid elsewhere, answered with survey data matched carefully, aged to a common date and adjusted for the market the organization genuinely recruits from. A merit matrix paying generously at every performance level does not fit a stated budget, and making it total is the whole exercise. Compression arrives quietly, when new hires are priced at market while long-tenured staff move by a modest step each year until the two meet. Incentives get the same scrutiny, because a plan pays for whatever it measures, and benefits carry a real cost per employee that belongs in the same total as base pay.

What HR435’s assessments ask for
